Fraud, Waste and Abuse Research Project Combating fraud in the private sector is a difficult task. Trying to combat fraud in the public sector is daunting. In 1999 15.7% of the American workforce were employed by a government entity (federal, state, and local).[1] Mirroring society, government will have its share of perpetrators. The difference from the private sector is in the scope of the fraud committed, the loss of the public trust, the blaring headlines from news media, and difficulty in making necessary changes to combat the problems. A good definition of Fraud, Waste and Abuse (FWA) can be found in U.S. Air Force Regulations and can be applied to any government (or private) organization, it states: Fraud—â€Å"Any intentional deception designed to unlawfully deprive the Air Force of something of value or to secure from the Air Force for an individual a benefit, privilege, allowance, or consideration to which he or she is not entitled. Waste—‘The extravagant, careless, or needless expenditure of Air Force funds or the consumption of Air Force property that results from deficient practices, systems, controls, or decisions. The term also includes improper practices not involving prosecutable fraud. Abuse—‘Intentional, wrongful, or improper use of Air Force resources.†[2] Fighting abuse is not an easy prospect. Elected officials, executives, managers, staff, and the public must be vigilant and thorough. In this project we will review some specific cases of FWA. We will also explore why enacting laws and regulations isn’t enough to stop people from committing fraud. Educating people about what FWA is and why they should not commit these crimes should be an integral part of any FWA program. The bill of Children’s Internet Protection Act or CIPA is included in the United States Congress and is recommended to keep a tight rein on children’s disclosure to obscene websites and explicit material available on the internet and online. This bill was proposed by the Senator of Arizona, Mr.  John McCain who wanted CIPA to be in United States Senate in the year 1999; however it was not included until various other delegates launched it in the United States House of Representatives, subsequent to which an absolute version was made and passed on the 15th December, 2000 after President Bill Clinton brought it into Law on 21st December, 2000 which after a few years on 23rd June, 2003 finally got defended by the Supreme Court of United States of America (US District Pennsylvania, 2010). This law requires the schools and public libraries to use internet safety filters for the reception of certain national financial support. Therefore the Supreme Court of United States of America has followed on constitutionality CIPA and has been providing them with the relieves to acquire reasonably priced telecommunications and Internet (Willard, 2007). Supreme Court of United States of America’s ruling on CIPA The purpose of CIPA was to provide the libraries and schools of the USA with support for internet and telecommunication facilities and this has been followed perfectly since the Supreme Court of USA approved it however it has certain limitation. A legal apprehension for instructors is lawsuits brought through anxious parents and associations. Through certain internet filters the minors can be saved from the explicit content on the internet which may rot their minds at a very early age so this helps in preventing the data of school from being seen by some other sources and, therefore from all points provide maximum security to the children and their families (US District Pennsylvania, 2010). As mentioned there are certain limitation to the support program which includes that as per CIPA, schools and libraries under CIPA do not obtain the concession accessible through the â€Å"E-rate† program, which is a concession that provides the facility of internet to schools and libraries, until they confirm that they have all the internet security measures in place which include the filter of blockage of pictures which are obscene, which may contain explicit material or certain data which might be bad for the children’s mind, therefore the schools which have CIPA facility need to have proper monitoring system which is too under check of the USA authorities jus in case of any violation (Willard, 2007). Also the educational institutions and libraries under the watch and aid of CIPA have to implement an authority and are inquired about to check the children while they use the internet, send any electronic mail or use some kind of chatting resource through the web while special check on certain hacking or misuse of internet by a minor is done and all the information is under supervision of the authorities however it does not need tracing of internet and the websites used by the children or any adult during the subjection to CIPA as it can be done by the supervisor of the place where the internet is being used (US District Pennsylvania, 2010). Hence this has been one of the greatest steps taken by the United States government and surely has a brilliant positive effect on the minors as they not only learn the use of internet but are also protected through it. Conclusion The united states government has always taken steps for the betterment of its citizen and the ones through which they can be benefitted therefore this step of CIPA ruling under the Supreme Court of the USA deserves appreciation and especially the people who donate funds to help the schools and libraries running and provide facilities the young minds

Saving Private Ryan is a movie that generates strong responses from most people that see it. While interviewing four individuals and reading three movie reviews, I found that each of my subjects would recommend it, not one of the individuals interviewed felt the violence was senseless, and all of them left the movie with a strong emotional response of some kind. It appears that Saving Private Ryan is the kind of movie to which many can relate. Saving Private Ryan is not a romantic, feel-good movie, but it is probably one of the best movies released this year. It is without a doubt one of the most realistic films produced. In the Oedipus Cycle by Sophocles, his plays could be read as a critique of women’s roles. We see this in negative attitudes about women in Iocaste, Creon, and Ismene. Antigone goes against those expectations of women’s roles. Creon thinks that women should always obey the men, and should a woman stand up against a man then he is weaker than the woman (209). Ismene think that there is nothing women can do except listen to men; she thinks that women have no choices of their own (213). While Iocaste thinks that women are just supposed to marry a man and not question anything that he does (45). Antigone defies the King’s edict of civil law by following God’s law and burying her brother (208). Antigone knows defying the King in this way would result in her death, but still she accepts full responsibility because she could not live with herself by putting the will of a man before God. Is Abortion Murder? One of the most controversial issues today is whether or not abortion is a right for women to have, or a nicer label for premature killing. We all know the two sides of this issue, pro-life/pro-choice, and their beliefs are indicated by their names. Pro-life believes that all life is sacred, and that abortion should not be legal, labeling abortion as murder. Pro-choice believes that life begins at birth, and that abortion gives women more control over their bodies. Sun Also Rises Title The Sun Also Rises as it applies to the novel as a whole The novel The Sun Also Rises is set directly after World War I. This was a time of confusion for mankind. It can metaphorically be compared to the sun setting on people. People, in many parts of the world, had horrifying memories from the war, and this, naturally affected their lives both physically and psychologically. The generation following the war is often named ?the lost generation? or the ?walking wounded?. Yet, the title of the book, the Sun Also Rises is optimistic. Hemingway's choice is not accidental. Once reading the novel it is clear that Hemingway meant to pass a message through the title. Throughout the novel Hemingway shows the constant cycle of ebb and flow in characters and events. Jake could easily be considered the main character in the novel. Throughout the story we learn about his problems. We also see him grow and recover. This can easily be related to the title of the book which shows on growing development. At the beginning Jake talks about his injury from the war. Apparently this injury has caused him many troubles such as the inability to be with the lady whom he loves. Jake maintains that he can be hard-boiled at day, but once night comes down he is no longer as strong ?It is awfully easy to be hard-boiled about everything in the daytime, but at night it is another thing? (pg. 42). Jake is in great despair. He is constantly in tears and is always depressed. He feels very low and insecure. During the later part of the book, some signs of the sun rising for Jake are visible. Jake learns to deal with his injury and no longer sees this as a big issue. This realization, however, is portrayed through acts that play as a learning process. The first act is when Jake is in Burguete, where he goes fishing. There he actually seems to be having fun day and night. He only rarely thinks of Brett and no longer concerns himself with daily regular problems and concerns. He communicates with nature, which makes him feel fully good about himself. A feeling he had not felt for quite along period. Another situation arises in Pamplona. It is a difficult time for Jake. Jake does not enjoy himself. He disappoints people, and even gets in a fight. Nevertheless, these acts make him stronger and more self-aware. By the end of the novel, it is apparent that Jake starts accepting himself as a flawed human being, however this is just the beginning. This is seen when he talks to Brett and rather than hoping they could get together he replies to her question ?isn't it pretty to think so (pg. 251). This is why those events could be seen as the sun rising on Jake. Brett is another main character in the novel. The process of the sun rising on her is along process. In the early pages of the novel, she seems to be very miserable, and hopeless ?Oh darling, I've been so miserable? (pg. 32). She is described to be very shallow and for instance can not have in depth conversations. She appears to have a very simple not profound character, and she lacks any sense of values. Brett does not finish her sentences, which shows carelessness and perhaps superficiality. When she first meets Jake, she doesn't seem to be too happy with her life ?I just feel terrible? (pg70), and although she seems cheerful, the reader can see that she is not fully blithe. This is probably caused because of her unsuccessful experiences with men. Luckily, she acknowledges this and perhaps this can be considered to be the first step to the sun rising on her. Like Jake, the sun rising on Brett is also portrayed in many events. The probably most important one is Romero. This, essentially is what caused Brett realizes that life is more than shallow heart braking romances. Brett first sees Romero in the Bull fighting on Pamplona. From the first time she saw him she felt something for him. Then she asked Jake to meet between them. From then onwards things started to develop between Brett and Romero. Normally, Brett would go out with the young man for a few weeks and then dump him with out a lot of thinking. However, this time, something different happens and this is why it is common to relate this to the sun
